Pole Attachment Services
PEC’s Pole Attachment Program allows for the safe and responsible management of third-party attachments to the cooperative’s electrical distribution system.
The program includes oversight and management for services, including application, design, construction, safety, quality control, and compliance of all third-party communications and power space attachments on the cooperative’s electric distribution poles.
All third-party entities requesting pole attachment services on PEC facilities must have executed a Pole Attachment Agreement with the cooperative.
Permit Options
Prior to submitting the permit application, please review the permit options available to applicants.
- Small Project (≤24 poles)
Member-facing and small commercial projects that consist of ≤24 poles. - Large Project & Backbone Permitting (≥25 poles)
Permits consisting of ≥25 poles and large backbone projects
Process to Permit
All permit applications must be submitted through the portal. Please review the steps and required information to complete your permit application.

- Applicants are required to submit all permits through the portal.
- All required information must be submitted in the portal to begin the permit process.
- Select the poles to be permitted in the map shown in the portal.
- No more than 24 poles per permit
- Upload required documents, including, but not limited to:
- KMZ of the overall route
- Application form
- Make-Ready Sheet
- Application fee: $317.00
- The applicant will be invoiced per application.
- Payment must be received before any work commences.
- PEC reserves the right to cancel a permit if payment confirmation is not received within 30 days of submission.
- To pay online:
- Information submitted within the application will be reviewed.
- Field data submitted by the applicant will be verified.
- For each pole, a pole loading analysis and a midspan clearance analysis will be completed to confirm NESC standards, cooperative requirements, and other applicable standards.
- See Standards section below.
- A Make-Ready Analysis package will be delivered to the applicant.
- The package includes a make-ready sheet with proposed make-ready solutions and proposed attachment heights.
- Construction plans and drawings (staking sheets) will be prepared for any required Construction Work (make-ready work).
- A cost estimate will be generated on the basis of the application, construction plans and drawings (staking sheets), and of any Survey and Engineering Work performed.
- The applicant will need to provide approval to proceed with the Construction Work.
- Once approval from applicant has been received, the applicant will be invoiced for labor and material costs associated with the Construction Work (make-ready work).
- Construction work (make-ready work) will be completed in accordance with the construction plans and drawings (staking sheets).
- Upon the completion of the construction work (make-ready work), a field verification will be conducted to ensure that all work locations were addressed.
- Applicant will be invoiced for the make-ready construction.
- After notice, applicant may affix Attachments in accordance with the terms of the Master Pole Attachment Agreement.
- The applicant must notify PEC construction is complete.
- A post-construction inspection will be conducted.
- If issues are identified, the applicant is notified to make corrections, and a second inspection is performed.
- Applicant will be invoiced for any hourly charges related to the additional inspections and additional services.
- After all inspections are completed and invoices are paid, a final permit will be issued to the applicant. The permit is then closed out in the portal.
