PEC is proud to offer some of the lowest electric rates in Central Texas while also bringing the best value and reliability to our growing membership.
As a cooperative, PEC does not make a profit from rates, but we must regularly review and adjust them to recover the reasonable costs necessary to provide safe and reliable power to all our members.
This review process is important to ensure that our rates accurately reflect PEC’s actual cost to provide service to our membership. On March 1, 2025, PEC will adjust rates based on the results of our 2025 Rate Plan. For the typical residential member who uses 1,250 kWh of power per month, the changes may result in an average increase of 4.38% to their total bill.

PEC’s Distributed Generation (DG) credit mechanism, known as the Sustainable Power Credit, will also be updated, effective March 1, 2025. In PEC’s 2025 Rate Plan, members with DG with a generating capacity of less than 50 kW will receive an increased credit for all surplus generation delivered to PEC’s distribution system. The Sustainable Power Credit is adjusted annually and calculated on a three-year schedule reflecting the avoided costs of purchased power, ancillary services, and transmission service. To deliver safe, reliable electricity at the lowest cost possible, PEC must correctly value and classify its costs. This is especially important as PEC is a nonprofit and works hard to ensure that the cost of service to its membership is true and fair.
As a transmission and distribution cooperative, PEC purchases electricity from generators on behalf of our members. The price of power is rising across the state of Texas and the nation, and PEC must set rates to recover its power costs. As a nonprofit, PEC does not make a profit on purchased power.
For residential members, PEC’s 2025 rate plan proposes increasing the Service Availability Charge and reducing the Delivery Charge to better reflect the true costs for the cooperative to serve the membership. Due to increases in power costs, those costs are also increasing.
The Service Availability Charge is a fixed charge that recovers the costs incurred in providing electricity to the membership and can be found as a line item on your bill. Included in the Service Availability Charge are meter reading, billing, and other basic administrative functions. The charge is fixed and stays the same from month to month regardless of the amount of electricity used.
Yes, for some members, it may. When the new rate takes effect on March 1, some members might not see the updated $32.50 charge on their bill until the following month. This variation occurs because of the timing of bill generation after the effective date. For example, some bills may have a few days prorated at the old rate and the remaining days charged at the new rate.
Based upon usage and a per kilowatt-hour rate, the Delivery Charge is a variable charge that recovers the cost of distribution operation and maintenance, certain capital investments, and other related system investments needed for distributing power to the membership. Seen as a line item on your bill, the Delivery Charge recovers the cost of poles, wires, transformers, and the operational districts that service them.
The Service Availability Charge will increase $10 per month and the Delivery Charge will decrease by $0.00586. For a member who uses an average of 1,250 kWh of power per month, the change may result in an average increase of $2.68 per month. If a member’s usage is higher than 1,250 kWh, the member may see no change and, possibly, a reduction.
Yes. The cost of power is market driven and power costs are increasing across the country.
The price of wholesale power is set by the ERCOT market. PEC doesn’t generate electricity; instead, as an electrical transmission and distribution cooperative, power is purchased from generators on behalf of the membership. While we strive to negotiate the best price from our suppliers, the cost is subject to a variety of market conditions. Based on these market conditions, the cost of power is increasing $0.003400.
In recent years, due to regulatory action and market forces outside of PEC’s control, the cost of power has increased throughout the ERCOT region.
To ensure fair rates for both single-phase and three-phase small power members, rates need to be adjusted. For singles-phase small power members, the Service Availability Charge will remain the same at $37.50 and the delivery charge will decrease from $0.021977 to $0.007849 per kWh. For three-phase small power members, the Service Availability Charge is increasing from $37.50 to $57.50 and the delivery charge from $0.021977 to $0.026506 per kWh.

Yes. The increase in power prices is impacting utilities across the state and nation. PEC’s rates remain well below the average residential rate in Texas and compare well to many other cooperative utilities in our area. Compared to typical customer bills in areas with retail electric competition, PEC’s rates are significantly lower.
PEC has leveraged technology, cut costs, and lowered borrowing costs to keep operating expenses relatively level over the last few years despite rising interest rates and inflationary pressure.
Yes. All members of the same rate class will be impacted in the same way. It applies to all PEC residential, small power, large power, and interconnected members, including the cooperative’s board of directors, executives, and employees.
