Each year, eligible PEC members may seek nomination for board director positions up for election through the petition process established by PEC’s Bylaws.

Nomination process
The following is a basic outline of the nomination-by-petition process:
- Review Article III of the PEC Bylaws, as well as the board district maps, Election Policy, and Procedures, Conflict-of-Interest Policy and Directors’ Code of Conduct to check eligibility and find other important information. Curious about your eligibility to run for our board? Nominees must maintain their primary residence and receive continuous electric service for one year in the PEC district for which election is sought. Additionally, nominees must be located at the beginning of the calendar year of the election in the district for which election is sought. See Article III, Section 2, of the PEC Bylaws for detailed eligibility and residency information.
- Download petition materials and email [email protected] to schedule an appointment to deliver completed materials in person to PEC Headquarters in Johnson City. All original completed petition forms must be hand-delivered or mailed by certified, trackable delivery method with a required signature. Packets are required to be received by 5 p.m. at PEC Headquarters in Johnson City by March 25.
- Complete the petition forms, including a Candidate Application, Consumer Report Disclosure and Consent Form, Directors’ Code of Conduct Affirmation, and Conflict-of-Interest Certification and Disclosure Form.
- Provide biographical information and candidate questionnaire according to the guidelines in the Election Procedures and petition materials.
- Applicants must use PEC’s petition signature form provided in the Nomination by Petition Application to obtain verifiable signatures from at least 50 members living in, or having designated voting residences in, the PEC district for which election is sought. Lists of members for all districts are available by request. For more detailed instructions, please email the Governance Team at [email protected]. Members seeking nomination are encouraged to collect more than 50 signatures to account for possible verification issues.
- All original completed petition forms must be hand-delivered or mailed by certified, trackable delivery method with a required signature, including the Candidate Application, Consumer Report Disclosure & Consent Form, Directors’ Code of Conduct Affirmation, Conflict-of-Interest Certification and Disclosure Form and required signatures, so they are received by the Governance Team at PEC’s Headquarters in Johnson City by the specified deadline, which is updated each year. Biographical materials and the completed candidate questionnaire must be emailed by 5 p.m. on the same date to [email protected]. All forms and requirements must be completed for PEC and the Qualifications and Elections Committee to verify nominees’ eligibility.
- Once signatures and eligibility are verified, the member’s candidate material will be reviewed by the Qualifications and Election Committee. The Qualifications and Election Committee will recommend a slate of candidates to the board for approval of placement on the ballot. Candidates are contacted for participation in a candidate orientation meeting and video opportunity. PEC Board Directors are elected by PEC members, with voting results released before the Annual Meeting and also announced at the PEC Annual Meeting.

- Candidates are responsible for their own campaigns.
- PEC Board Directors may serve up to four consecutive three-year terms.

Qualifications and Elections Committee
The Qualifications and Elections Committee was established for the purpose of having an independent, member-led group determine whether potential candidates satisfy the requirements to serve on the PEC Board of Directors, rather than having PEC management and PEC Board Directors verify nominees’ qualifications.
The three- to seven-member committee reviews the qualifications of members who submit nomination petitions to become director candidates. The committee then approves the candidates that satisfy all qualification requirements.
Members are invited to attend a committee meeting and comment about candidates’ qualifications. The committee is appointed by the board each February and dissolved after the PEC Annual Meeting. Your board director district is determined by the location of your primary account. If you have accounts in different districts, you may request to change your voting district by calling 888-554-4732. Please note that PEC can change your primary account only once every three years.

No. According to our bylaws, a board director may only represent the district in which the board director maintains his or her primary residence.
No. Members collecting signatures are asked to do so off of PEC property to minimize distractions to members, employees, and vendors conducting cooperative business. Candidates for board director positions are also prohibited from advertising or otherwise conducting campaign activities on PEC property except as allowed by PEC’s Election Policy.
No. The bylaws state that a board director must be a person who is at least 21 years of age and a U.S. citizen.
As long as the business or entity has a verifiable PEC billing address, an authorized representative for such entity may sign a petition.
No. At least 50 verifiable individual members must sign a petition.
No. Only one signature per membership will be counted on each petition.
Yes. Members signing nomination petitions are required to have their designated voting residence in the director district in which election is being sought. The designated voting residence is the one associated with the member’s membership fee. Voting districts are printed on members’ monthly bills.

To ensure the accuracy of all submitted information and fairness in the nomination process, you are required to use PEC’s petition forms.
PEC will begin the verification process as soon as possible after the petition is received. Therefore, nominees are encouraged to submit their completed petitions as early as possible so that candidates may be notified of any verification problems and, if time permits, have a chance to correct any problems with the petition prior to the petition submission deadline.
In advance of the deadline, the completed petition signature form can also be scanned and emailed to [email protected]. The email scan does not constitute original signatures; therefore, originals must still be mailed or hand-delivered prior to PEC’s Headquarters in Johnson City to the Governance Team prior to the deadline. No. Our bylaws require all completed petitions be received by the Governance Team at PEC headquarters in Johnson City, not less than 75 days prior to the PEC Annual Meeting.
Yes, provided the nominees are in the member’s board district and the district in which the member’s voting residence is located.

Under the bylaws, a board-appointed qualifications committee must review all nomination petitions and board director qualifications and present qualified candidates to the PEC Board of Directors for inclusion on a ballot.
No. Pedernales Electric Cooperative reserves all rights to its registered trademarks and logos and does not allow candidates to use the trademarks or logos for campaign purposes.
No, not generally. PEC property may not be used for campaigning purposes, and campaign materials are not allowed on PEC facilities or vehicles except as allowed explicitly by PEC’s election policy. Qualified candidates typically address members and employees at one or more PEC-hosted events.
